There's alot of gray area in your statement. Lots of what if's and maybe's. We don't have open carry here in FL and regardless of whether you have a CCW, if it prints and someone reports you, in FL you're in trouble. Something about instilling fear and terror in the public. I think 90+% of our LEO's are going to act within the law and when doing so, the court is generally going to support their decision. Especially where a potential firearm threat has occurred. BUT, that's what we have courts for.
One more thing, if another citizen see's your concealed pistol, through printing or otherwise and is concerned enough to report you, I fail to see how they could be charged with filing a false report. They don't know if you have a CCW. All they know is you're trying to hide a gun on your person and their fear is easily justified. A LEO is also justifed in stopping you. They don't know if you're licensed and when a gun is involved and they have the good fortune of stopping you first, they're going to take it. How they do it is up to them. Here in FL, if you're going to carry concealed, you damn well better have it concealed. Printing in this state will get you in trouble. It is a zero tolerance issue here and I suspect most states are going to side with the law if they stop you after someone has reported "A man with a gun". Regardless of your state law allowing open carry.
