mini-14 site adjustments and maybe add a scope

Not familiar with adjusting sites for my mini. New and never fired this one.

Is there a special tool of sorts needed for adjustments ? If I also wanted to mount a scope what does it take ? It does not look like a scope is easly added. Can any one advise me on these issues ?
