I am looking at a stainless Howa 1500 in 30-06 fo about $400.
can anyone tell me if Howa makes good guns.

I bought a used .30-06 Mossberg 1500, which is essentially made by Howa. It kicks @ss! They are great guns for the price and with or without decent optics, you've got yourself a great all around bolt action cannon for an even better price.
